1. Can we cut led strip lights in short pieces, and re-joint?

Yes, can be cut in every 3 LEDs, minimum, and can re-joint with cables.

2. How Can I make them dimmable ?

First, you need a power supply (transformer) to convent main voltage to 12V or 24VDC;
 

Second, get a dimmer from us or your market, wire them follow our instructions outside the package, and then power on;

3. How can I do with them to work at 10meter long or more?

If only strips without dimmer or controller, get power in parallel.
